Equal Employment Opportunity Program – The Equal Employment Opportunity Office provides quality services to applicants and employees with any EEO concerns or complaints. The Equal Employment Opportunity Office ensures that equal employment opportunity is provided to all applicants and employees who compete and are considered for jobs solely on the basis of individual merit and ability to perform.  Title VII of the Civil Rights Act of 1964 as amended by the Civil Rights Act of 1972 as well as Presidential Executive Order 11245 and the Governor’s Executive Order No. 78-24 prohibits discrimination in employment on the basis of age, race, sex, including sexual harassment and orientation, transgender, gender identity, color, national origin, religion, physical/intellectual disability, genetics, veteran status, marital status, political affiliation and retaliation.  The law covers all aspects, terms, conditions or privileges of employment. The Equal Employment Opportunity Office administers and maintains an efficient, responsive, applicant/employee oriented department with trained and motivated staff networking with other Government of Guam Agencies to meet the needs of our clients.

 Sexual Harassment Program – The Equal Employment Opportunity Office provides quality services to applicants, employees, patients and visitors with any sexual harassment concerns or complaints.  Sexual Harassment on the job is any unwelcome sexually oriented behavior, demand, comment or physical contact, initiated by any individual at the workplace, that is a term or condition of employment, a basis for employment decisions, or that interferes with the employee’s work or creates a hostile or offensive working environment.  Sexual harassment on the job is illegal under GMHA policy, Federal and Local Laws.

 The Americans with Disabilities Act – The Equal Employment Opportunity Office also provides quality services to people with disabilities (applicants, employees, patients and visitors) with any ADA concerns or complaints.  The Americans with Disabilities Act makes it unlawful to discriminate in employment against a qualified individual with a disability.  The ADA also prohibits discrimination against individuals with disabilities in State and local government services, public accommodations, transportation and communications.

 The Exit Interview Program – An exit interview on employees terminating employment with the Guam Memorial Hospital is conducted to obtain comments and opinions concerning working conditions, personnel management programs and practices, and suggestions for improvement.  The Hospital Administrator is provided an Exit Interview Summary, on a quarterly basis, which includes significant matters, opinions or suggestions concerning the various aspects of the operation, work environment, and personnel practices which may be contributing to employee dissatisfaction and/or excessive turnover

STATEMENT OF EEO POLICY
